PROGRAM OBJECTIVE :
To promote safety, permanency, and enhanced financial assistance for low-income kinship caregivers and the relative child(ren) in their care, by providing kinship caregivers—adults who are raising relatives’ children in their home— with stronger legal protection, short of terminating parental rights and adoption. Services will be provided to 300 families during each fiscal year.
POPULATION SERVED:
Kinship caregivers are defined as those who have taken on the responsibility of caring for their relative’s children (children of a sister, brother, and their grandchildren). Targeted populations for these services are kinship caregivers in the seven southern counties of New Jersey: Atlantic, Burlington, Cape May, Camden, Cumberland, Salem, and Gloucester.

SERVICES TO BE PROVIDED:
Kinship caregivers receive access to this program by means of referral from the Office of Navigator and home visits from a Case Manager (CM). The KLGP Case Manager will receive referrals from the Office of Kinship Navigator Services. Upon receipt of a referral, the CM contacts the client to prescreen for financial eligibility for the services, and establish a meeting time. The CM, then, conducts a home study/ visit to complete the Kinship Legal Guardianship Assessment. The assessment process consist of the completion of a home review, which includes:
an interview with the caregiver and all adult members of the household,
a tour of every room in the home (including the outside grounds), and
an observation and an interview with the relative children.)
The CM also gathers verification documentation, arranges for various background checks, and provides the caregiver with the Kinship Legal guardianship Petition for court. CM will then prepare and submit the completed Kinship Legal Guardianship Assessment to the Superior Court in the appropriate county, detailing the findings and making recommendations.
